December 1st is World AIDS day and tonight we’ll be examining the state of the epidemic both at the state and national level and later in the program the international level.

In the Oct 28th edition of the New York Times Jan Hoffman reported that in the United States, for the first time in years rates of chlamydia gonorrhea and syphilis have taken an abrupt down turn. The question is why? Transmission of Syphilis, Gonorrhea and chlamydia are tied to higher HIV transmission. And what is happening to HIV infection rates, are they going down too?

Is the reason for the decline in at least some sexually transmitted infections because of safety measures caused by people’s compliance with social distancing in response to the coronavirus pandemic or some other reason?

James Krellenstein on the Campaign to End AIDS 2020 and the impact of COVID-19

Here to discuss these phenomena and other aspects of the HIV/AIDS epidemic is James Krellenstein. James is a longtime HIV/AIDS activist and has worked with ACT UP/NY as well as Treatment Action Group and is working on a project called PREP for All. PREP referring to the daily medication which people can take to prevent becoming infected with HIV. John Riley conducts the interview.

We'll also host a discussion on the global state of access to AIDS drugs with Matthew Rose, who is Health GAP's Director of U.S. Policy and Advocacy. Matthew is a longstanding HIV and social justice advocate and Health GAP’s resident U.S. government policy expert. John Riley conducts the interview.

LGBTQIA Youth in NY's Foster Care System

Tonight's Out-FM show will be devoted to exploring the experience of LGBTQIA youth in the New York Foster Care system.

The Administration for Child Services was recently the subject of a long article in the New York Times discussing the release of a study on the children who are clients of the child welfare system in New York. The Administration for Child Services (ACS) study found that more than a third of the clients in the 2019 study were LGBTQIA (Lesbian, Gay Bisexual, Transgender, Queer, Intersex or Asexual.

It further revealed that 58% were black, 19.3 were more than one race, 13% white and 8% were something else.

We'll be hearing from trans activists, formerly in this system including Vanessa Fuentes, and Mia Aub, who discuss their mixed experiences in the system.

We'll also hear from Denise Hinds of Good Shepherd Services, a Brooklyn-based child welfare organization and Denise Brogan Kator, interim CEO of Family Equality. They discuss the roll-back of Obama era reforms by the Trump administration. The reforms permitted studies of LGBTQIA youth which coud collect valuable data to provide better services to the youth. They discuss the roll of racism in disproportionate removal of children of color from homes. Also they discuss the problems finding foster parents that are accepting of LGBTQIA youth.
